PEOPLE WITH DEVELOPMENTAL DISABILITIES

St. Lawrence NYSARC, (www.slnysarc.org) a non-profit corporation dedicated to working for people with intellectual and other developmental disabilities, participated in a statewide event which culminated at the steps of the New York State Capitol in Albany on September 17, 2009.  Twelve staff and program participants from St. Lawrence NYSARC were part of the procession of more than 1500 people walking to raise awareness of the funding needs for people with disabilities.

During the ceremony at the Capitol steps, remarks were given by several public officials including: Albany Mayor Gerald Jennings; Senate Majority Leader, Ron Canestrari; Senate Assistant Majority Leader, Neil Breslin; Assemblyman James Tedisco; Director for Constituent Relations for Senator Roy MacDonald, Jim Church; Director of Mental Hygiene for Governor Paterson, Michael Seereiter; and OMRDD Executive Deputy Commissioner, Max Chmura.

St. Lawrence NYSARC's parent agency, NYSARC, Inc., is the largest organization in the nation serving people who have developmental disabilities, participated in the celebration walk in recognition of the Organization's 60th Anniversary.  The Walk to the Capitol was symbolic of what NYSARC, Inc. represents - local grassroots agencies spreading from community to community to ultimately come together as a statewide, parent-driven organization that supports more than 60,000 people with developmental disabilities as they pursue their dreams and personal goals.

With representation in every county in New York State, NYSARC has played a leading role in legislative advocacy.   NYSARC initiated the historic suit against New York State which resulted in the signing of the Willowbrook Consent Decree and paved the way for a massive national policy shift toward deinstitutionalization.  The Organization was also instrumental in the creation of a separate Office of Mental Retardation and Developmental Disabilities.  More recent advocacy efforts include a major role in the passage of landmark legislation in health care decision making for people who have developmental disabilities.

ST. LAWRENCE NYSARC CELEBRATES 50 YEARS

OF ACHIEVEMENT FOR PEOPLE WITH INTELLECTUAL AND DEVELOPMENTAL DISABILITIES

St. Lawrence NYSARC, a private, non-profit corporation dedicated to working for and with people with intellectual and developmental disabilities celebrates their 50th Anniversary in 2009.  Since 1959, St. Lawrence NYSARC has honored the determination of people, providing consistent care and support for program participants and their families.  The Anniversary campaign includes a variety of events and television advertisements that feature the Agency motto, "Together we do the extraordinary."

Beginning as a small group of parents who desperately needed services for their children, the Agency has grown to serve more than 650 people at 36 active locations in St. Lawrence County.  Those dedicated families started a legacy of respect and support for fulfilling people's goals.  St. Lawrence NYSARC offers personalized services for all age groups and types of disabilities.

The Agency employs 597 staff members and is managed by Executive Director, Daphne Pickert.  The parent-driven Board of Directors is directed by President, Patricia Campanella.  There are 32 programs available for a variety of services including home and school-based learning opportunities, community-based employment, daytime activities, medical therapies, residential options, art therapy, and more.

In 2008, the Agency workforce remained stable, while the number of people served increased by 38 individuals.  "This increase, in conjunction with zero budget growth in governmental funding challenges the organization at all levels and makes it difficult to maintain St. Lawrence NYSARC's vision of community inclusion for everyone," said Daphne Pickert.

In 2009, St, Lawrence NYSARC is focusing on the difficult financial landscape to sustain the multitude of services available for people with disabilities.  The Agency will remain a trailblazer for unique services again this year with programs such as Nexus for children on the Autism Spectrum; Community Arts for actors, dancers, musicians, and visual artists; Team NYSARC for people interested in volunteerism; as well as a variety of social, recreational, and family support programs.  To learn more about St. Lawrence NYSARC log on to our website, www.slnysarc.org, email info@slnysarc.org, or call the main office in Canton at (315) 379-9531.  St. Lawrence NYSARC: Together we do the extraordinary.

ST. LAWRENCE NYSARC HOSTS NYSDOT DRIVER TRAINING

SIMULATOR TO PROFILE DRIVER'S ABILITIES.

St. Lawrence NYSARC, (www.slnysarc.org) a non-profit corporation dedicated to working for and with people with disabilities, is currently hosting the New York State Department of Transportation’s Mobile Training Simulator through July 11, 2008.  The simulator is available for those interested in improving their driving skills for either work or personal use.  There are also applications that could help drivers with disabilities or elderly people interested in obtaining or reapplying for a license.

"We are pleased to be able to offer the driver training simulator as a free service to the community," said Daphne Pickert, Executive Director for St. Lawrence NYSARC.  "This allows us a unique opportunity to provide additional training for all our operators, including the CDL holders, and assist other local agencies and drivers in the community who want to test their skills."

The simulator, which is provided by the New York State Department of Transportation, contains six car analyzer units and two bus analyzer units.  The units are a product of Doran Precision Systems.  The purpose of the simulator is to provide a means to measure three elements, perception/recognition time, reaction time, and braking distance; all of which make up total stopping distance.  The system is designed to develop cognitive and perceptual defensive driving skills.  The simulator acts as a tool to demonstrate how distractions and alcohol affect driver behavior.

A number of local agencies have already utilized the free service including, The Sherriff's Dept., Clinton County ARC, the Head Start Program, and Community Development Program.  St. Lawrence NYSARC's own transportation group of 60 CDL drivers has also taken the course.

The program runs two hours, is free of charge and will be available until July 11, 2008.  The simulator will be available for drivers in St. Lawrence County again next year.  Upon successful completion of the simulator course, drivers will receive a certificate from the Department of Transportation.

Vacancies are still available for the simulator at St. Lawrence NYSARC.  Agencies, businesses, groups, or community members interested in taking the class may call Jerry Filiatrault, Director of Operations at 315-379-9531.  Filiatrault is a certified Simulator Training Instructor and has a Master Training Certificate from TransitScore in nine areas of fleet administration.

CONGRESSMAN JOHN MCHUGH SUPPORTS LEGISLATION TO

AID PEOPLE WITH DISABILITIES

Northeastern and Central Chapters of NYSARC Inc. Visit Washington D.C. and

Join Forces to Garner Support for Critical Issues

Leaders in the field of intellectual and developmental disabilities representing the 23rd Congressional District recently traveled to Washington to meet with Congressman John McHugh (R-NY) to discuss crucial Medicaid funding matters.  Chapter Executives from parent-organization NYSARC Inc., and the Northeast Regional Chairperson of the Executive Director's Association used the visit to extend appreciation for Congressman McHugh's past support of disability-related legislation, including H.R. 1279, "The Direct Support Professionals Fairness and Security Act of 2007."  This bill seeks to provide funds to increase wages paid to direct support professionals under the Medicaid Program.

Wage Fairness continues to be the single most critical issue facing not-for-profit human service providers today.  In order to maintain the quality services offered, organizations must be able to provide staff members with wages that acknowledge their contribution.  The NYSARC Inc. Chapters in Congressman McHugh's district that depend on Medicaid funding to serve people with disabilities comprise a budget of over a quarter billion dollars and employ more than 6,200 people.

During the meeting, Congressman McHugh was asked to Co-Sponsor several bills to block regulations proposed by the Bush Administration aimed at cutting Medicaid that are extremely damaging to services for persons with disabilities.  On March 13, 2008 the bills were combined into one, titled the "Protecting the Medicaid Safety Act of 2008" (HR 5613.)  Congressman McHugh has already signed-on in support of this legislation, which covers critical issues including: rehabilitation service options, coverage for school based administration and transportation; and coverage for case management.

The bill seeks to extend existing moratoriums on regulations which would cut Medicaid funded services.  The regulations would narrow the scope of treatment services available by limiting day habilitation programming for essential skills and communication training.

If the "Protecting the Medicaid Safety Act of 2008" does not pass, funding will be eliminated for students with disabilities who need specialized transportation to services such as physical, speech, and occupational therapies.  The bill also seeks to stop the restriction of transitional case management services that provide individuals with disabilities supported independence as they move from the care of an organization into the community.
