The first Special Olympics World Games was held in Chicago in 1968. The Special Olympics uses sports training and friendly competition to empower athletes of all ages with the strength and self- confidence to succeed in sport and in life, the oath being "Let me win. But if I cannot, let me be brave in the attempt." At each level of competition, Special Olympics athletes are grouped according to ability, giving them the continuing opportunities to develop physical fitness, demonstrate courage, experience joy and participate in a sharing of gifts, skills and friendship with their families, other athletes and the community.

Those who participate develop improved physical fitness and motor skills, greater self-confidence and a more positive self-image. They grow mentally, socially and spiritually and through their activities, exhibit boundless courage and enthusiasm, enjoy the rewards of friendship and ultimately discover not only new abilities but "their voices" as well.

With the issuance of the Special Olympic stamp, the Postal Service continues its tradition of honoring the competitors, coaches and volunteers whose joy and dedication have changed the world. It is especially nice when we can recognize this on a local level. St Lawrence NYSARC, established in 1949, marked a turning point for all citizens with special needs and their families. As a parent-based organization dedicated to political action on behalf of their children, the Association became a unique and effective organizational model, which has been duplicated across the nation. They have grown and accomplished what once would have been unimaginable.
